* Add absolute URL to power tests

* Upgrade to heroku-20 stack

* Move some gulp deps to dev rather than prod

Also rewrote some asset tests to be in the pytest style. May do some more. Some warnings cleaned up in the process.

8ad629a47e Replace Travis with Github Actions (#416)

Also enables coverage tracking of Django templates, hence the ~30% drop in coverage!
